VICTIM OVERVIEW:

Laura Lovette Michelle Billups was Born on October 23rd, 1986 in Victoria, Texas to her mother, Patsy Billups. I can confirm that Laura had at least two siblings, a brother and a sister. Laura had previously worked for Southeast City Jail in Houston, Texas, eventually taking a job at Gray Elementary in Fort Bend County as an Early Childhood Special Education Aide. Laura met her husband Lemarcus Oneal Smith in 2003, and they eventually married on March 20th, 2010 in Harris County, Texas. They had four children in total, all girls, including one set of twins. She received her Bachelor's Degree in 2023 according to her personal tiktok account. 

INCIDENT OVERVIEW:

6510 Snowbell Court Richmond, Texas (Fort Bend County)

On May 27th, 2024, Deputies were dispatched to a welfare check at the Laura's home around 12:01 PM. Upon arrival, deputies discovered a 37 year old female deceased inside. The medical examiner ruled the manner of death as homicide, she sustained blunt force traumatic injuries, resulting in her death. "The sheriff’s office is currently conducting a homicide investigation,” said Fort Bend County Sheriff's Capt. Dalia Simons. Neighbors told KHOU 11 News they saw deputies remove items from the curb that Smith’s husband and others moved there after his wife’s death. These were believed to be Laura’s belongings that presumably Lemarcus was trying to get rid of, including her workout equipment. Laura’s husband, Lemarcus Smith previously worked as a Deputy with the Fort Bend County Sheriff’s Office, then transferred to Harris County Constable’s Office Precinct 4 in February. On the day of her murder, Lemarcus was ALLEGEDLY working an extra job at an unknown location. Lemarcus left his EJ, drove home in his county vehicle and ALLEGEDLY brutally beat his wife to death with a piece of workout equipment. Afterwards, Lemarcus destroyed his phone, making it impossible to conduct a geofence warrant. Lemarcus was also ALLEGEDLY having an affair with a woman named Bre Walker, according to Laura's brother's public post. On May 27th, 2024 Lemarcus Smith was called in for an interview with Internal Affairs, after the interview concluded he abruptly resigned from his position.

LEMARCUS:

Laura’s brother shared a Facebook post this week, pointing the finger directly at Lemarcus Smith. In the post he shared, he stated that the family had purchased a headstone for her and had it placed, only to find that Lemarcus had called the funeral home to remove the headstone entirely. In the comments of the post, Lemarcus's alleged mistress, Bre Walker engaged in arguments with family members, even disgustingly talking negatively about Laura. She eventually deleted all comments and blocked the family. Lemarcus has blocked her family as well, her sister also alleged she was blocked from her own sisters page for a short time after her murder. So where is Lemarcus now and why hasn't he been arrested? According to online records, he listed his new address with his brother, but oddly the home does not exist anymore, if it ever did. With an active TCOLE license (license is a requirement for law enforcement professionals in Texas, including peace officers, jailers, and telecommunicators.) He will be able to get a job as a cop anywhere in Texas. This is a horrific thought. He has a history of violence, being fired from his former police job for ALLEGEDLY beating a cuffed man. He was never charged for this incident either. Lemarcus will ultimately hurt someone else if he is not held accountable soon.
